EE has the widest reach of the three in rural Britain, which is usually the deciding factor for engineers, site staff and anybody working away from towns. If your people are mostly in one city, the cheaper networks are worth comparing first — coverage you do not need is not worth paying for.
The Optimiser bolt-on is EE only. At £1.50 it manages how the line uses data, and it is not offered on O2 or Vodafone. Roaming is charged by the day: £1.50 in the EU, and outside it either the Business Zone at £5 or the World Zone at £9 per day, depending on the country.
